March 26, 2015 The Honorable Pete Goicoechea, Chair Senate Finance and Assembly Ways and Means The DMV has requested funding, as part of the fiscal year 2016/2017 budget request, for the implementation of DMV’s System Modernization project. This document provides a high-level view that will aid the reader in understanding this project. Background: The existing DMV system has been in use for the past 16 years. The system is a COBOL based language system running a PowerBuilder application for it’s front-end. PowerBuilder is no longer supported. The current system is archaic in design, inefficient to modify, and requires multiple screens to accomplish what modern systems can do in a fraction of the time. Existing systems and processes are fragmented and do not work together. The DMV is responsible for collecting and distributing more than $1.2 Billion dollars annually. Excel spreadsheets rather than an integrated financial system are used. If the DMV was a bank, the Federal Government would not accept Excel spreadsheets as a method for the $1.2 billion funds distribution and reconciliation processes. Changes to the DMV system, mandated by the Nevada Legislature, Federal Laws, and additional Regulations, require significant hard coded programming changes to be made on a routine basis. The DMV systems and processes have reached a point of increased risk that we will no longer be able to function as a Department in the current environment. Customer volumes and business demands continue to increase. The skill set required for programmers to support our antiquated systems is expensive and difficult to find. Appendix A, contains diagrams demonstrating the disparity of systems, lack of integration, and manual processes used. Only the high-level functions or processes are identified. There are additional functions too numerous to represent. What is System Modernization? System Modernization is the replacement of all systems and processes, with a newly adaptable system that will be the best in class, with technology that evolves, grows and stays current. The new system will: • •
Change from a hard coded system to a business rules-based driven system. Automate many manual processes. 1

Provide data analytics to monitor, analyze, and design solutions to address customer issues, and bottlenecks during business processing. Provide intuitive systems with reduced keystrokes and knowledgebase functions used by the DMV office technicians. Provide a financial system removing spreadsheet dependencies. Allow for a case and asset management system instead of manual processes. Continue to remain ahead of all security issues that may be encountered. Significantly decrease costs and increase the response time for policy, legislative, and federal changes and requirements. Increase alternate services such as virtual office capabilities to include Kiosks, mobile, and social platforms and reduce the need to wait or come into a DMV office. Provide a customer-centric view of a customer to better service customer needs quickly, promptly, and efficiently. Provide increased efficiencies of a minimum of 30% in processing, customer products available, and increase the ability to service more customers. Replace the mainframe components with technology used by many public and private sector largescale organizations across many varied industries. Be built to serve us for the years to come.
Estimated Project Cost: The DMV, following State Procedures, must publish a Request for Proposal (an open competitive bid process) to acquire a vendor that will assist in the development and implementation of this system. The DMV has requested a total of $47,487,904 for FY 2016 and FY2017. This funding consists of $37,687,904 in highway fund appropriation and $9,800,000 in a $1.00 technology fee that will be charged on fee-based transactions. The DMV has submitted a bill to apply a technology fee to defray the costs and support ongoing enhancements, upgrades, and maintenance. The estimated revenue is: $5 million per year. The DMV believes the request for $47,487,904 in both FY 2016 and FY2017 is well within a reasonable financial range when compared to other DMVs. In addition, we are asking for all DMV components to be included as part of system modernization for the duration of the project (see appendix B for DMV Function descriptions).

Appendix B: DMV Functions The following is a list of functions performed by the Nevada Department of Motor Vehicles. New functions are added regularly, so this list is subject to change. •
